Delhi Government's proposal of running even and odd number private cars on alternate days

Delhi Government has proposed that private cars in Delhi should be run on alternate days depending every alternate days depending on if registration number of the car is even or odd. It has many drawbacks as I can see. The drawback of this decision is as follows:

1.    It will encourage affluent people to buy more cars. The affluent people will start buying two cars one with even number and one with odd number so that they can commute by car on all days. Transport department will stop giving choice of number to the people but affluent people can buy cars from second hand market with number of their choice. This decision will favor rich people who can buy two cars and punish poor people who can't buy two cars. Four people who have bought one car and doing car pooling to got to their office will be on disadvantage compared to one affluent person who have two cars for a single person. It will aggravate problem of parking space in Delhi.
2.    It will not be possible for a person to use his car for a overnight family function. If I use my car to attend a family function and stay overnight for that function then I can't return in my car because my car will not be allowed to run on the next day.
3.    Public and commercial vehicles are exempted from this condition. The commercial vehicles will start charging more fees for hiring a commercial vehicle. It will cause a lot of inconvenience to poor people because rich people can anyway pay any amount.
4.    Public transport system in Delhi is not adequate. I see Delhi Matro is always over crowded. DTC buses are also over crowded. A Bus having sitting capacity of 50 people is carrying 200 people. This surely is not a sign of a robust public transport system. Unless I see this situation improving this kind of measures are just adding to plight of general public. 
This measure is going to hit middle income people who can buy one car but can't buy two cars. Poor people who can't buy a car will not be effected directly by this decision but it will be effected by increased fare of commercial vehicles. This decision will help affluent people to enjoy both clean air and luxury of car.
