Review of Aam Admi Party's Government

Today I am writing review of Arvind Kejriwal's government in Delhi. Two major decisions he made are not only illogical but illegal also.

1.    First decision is to make 20,000 liter of water free and make person using 20,001 liter to pay for full 20,001 liter. With this decision he is making a person pay for 20,000 liter for consuming 1 liter water because of thrust due to extreme summer of Delhi. Moreover people whose normal consumption is below 20,000 liter will be motivated to waste water. Previous system of charging for water based on consumption right from starting was much better, in that system no one was given undue advantage and no one was penalized for no fault of him. This decision have also increased corruption on the part of meter reader where meter reader can extort money by threatening to give meter reading above 20,000 when meter reading was 19,990 liter. 
2.    Second decision is to reduce electricity charges by 50% upto 400 units and making person pay 100% on these 400 units also if he consumes 401 units. This will increase corruption at meter reader level.
Kejriwal is saying that he will control corruption of meter readers through Lokepal. Corruption can't be controlled by giving people opportunity to do corruption and after that creating a new department to police on him. There is a saying that everyone is corrupt and most corrupt is anti-corruption department. Creating an anti-corruption department does not solve problem of corruption but increases it and lion's share of corruption goes to Lokepal. The only way to remove corruption is by enforcing accountability and strongly dealing with complain of request not being resolved in time.

In contrast I will like to give example of another chief minister who reduced corruption of house tax inspector by empowering people and reducing opportunity for corruption. Earlier property tax on a property was assessed on the bases of value of property perceived by the tax inspector. This subjectivity of assessment was creating a opportunity for corruption and house tax inspectors were using it for extorting money from people. This money was later on extorted by anti-corruption department ( which will now be replaced with Lokpal ). What CM did was to create a category of localities and fix per squire meter rate of house tax. This helped in increasing reach to areas which were beyond reach because of limited workforce. More localities were added to house tax jurisdiction, people were happy to pay justified amount of house tax. The CM who did all this was Sheela Deekshit who is called most corrupt by Aam Admi Party. It is very difficult to prove anyone guilty or innocent in cases of corruption but at least looking at kind of decision Kejriwal and Sheela Deekshit took I will say that Sheela Dekshit's state of mind looks better than Kejriwal's.


As far as personal credibility of Kejriwal goes he is after money right from starting. He collected 90 Lakh rupee in name of Anna at the time of Lokepal movement and diverted all money to his NGO where he can eat all that money because there he is highest authority. This was the reason of rift between Kejriwal and Anna. People thought that Anna had taken their money but in reality Anna got nothing. Kejriwal was paid very high price for campaigning for BJP in GOA and for doing that he did not even remember his duty to cast his vote before going to campaign to urge people to vote for right candidate. He thought that it is below his dignity to stand in line with ordinary people to vote because his job is to tell people whom to vote for and whom not to vote for. When media created a big issue out of it and Kejriwal got a phone call from GOA saying that he will not be paid if he comes without casting his vote, he remembered his duty to cast his vote and returned from Airport to cast his vote to find that his name was not on the voter list. Election commission issues voter list 4 months in advance for review and to file any objections or claim. Why did he not review voter list and filed his claim?
